Disappointed to notice that while my second inverter is "compatible", it is not UL listed for use (Solis 4G-US series). What is the process for getting inverters to be listed? Is this something Tigo does or does the inverter company initiate it, or...?

Thank you for your question.
From the Blogpost: We (Tigo) also do UL PV Rapid Shutdown System (PVRSS) testing for many inverters. The UL PVRSS certification is required under the US National Electrical Code (NEC) to meet rapid shutdown requirements.
There are many inverter Manufacturers and Models (and there is only one Tigo Test Team). Since there is a limitation of schedule, the UL PVRSS testing is focused upon the popularity of the inverter's make/model within the market. With that being said, you may be searching for the model "Solis" on our UL List, instead of the parent manufacturer "Ginlong." When I go to the Tigo UL-PVRSS page, I see lots of Ginlong Solis 4G-US models to choose from:

Sorry, to clarify, my system uses TS4-A-O optimizers with CCA/TAP, not TS4-A-F/2F / RSS.
I've already had my system inspected by my town's electrical inspector and he certified that it does better than the 30 second limit when the service disconnect is flipped so everything is fine on my end, but I wasn't sure whether the lack of UL listing would have any impact on insurance/etc.

Thank you for your clarification.
The UL Certification for the TS4-A-O products should not affect your insurance policy or inspectors, but no one can guarantee what new considerations insurers may be asking for, in your community. With that being said, I have notified the testing team regarding your request for this inverter to be re-tested with the extended TS4 Flex Family of products.
At this time, I am not sure that I can provide a deadline for this to happen, but I do know that the product team takes great pride in providing the most comprehensive testing possible, and your input matters to them!
If I hear a test is in the works, I will do what I can to notify you. In the meantime, we greatly appreciate your patience.0
