Underperforming Panels

At times, a panel adjacent to another panel produces about 70% less energy for a few days. Then energy production equalizes. Is this normal? Had a panel replaced due to this, but I now think it may be normal. Have 7.6 kW grid-tied system w/ 19 REC panels & Tigo Optimizers (no battery yet).
